open does not imply free in any sense. The usual practice is to either create a parking place for IP or a JV which would charge licensing fees for the technology. And paying for IP does not make it proprietary in the usually accepted meaning of that term in this industry. Dell could also be disadvantaged if the partners in this venture do substantial innovation around the standard for their own use, since Dell does not have the R&D to match that kind of development.
