Michael, Europe and the UK came from agovernment based on Kings etc. You could do nothing except what you were specifically permitted to do(hence the name permit), in the USA you can do more or less whatever you want except those things that are forbidden. One might say they are approaching the same point from different directions. Europe wants to control and thus milk the internet for money to pay for their bad governments the same way they have milked the phone and radio services over the years. bill
