Victor, another point from the SBC report was the listing dates...they feel the companies won't list till the end of September.

IADB chief says investors will see Latam merits

Reuters, Friday, September 04, 1998 at 14:03

WASHINGTON, Sept 4 (Reuters) - Inter-American Development
Bank President Enrique Iglesias said on Friday that he was
confident investors would recognize the economic merits of
Latin American nations and stop treating the region like other
emerging markets.
"Sooner or later the markets will start to differentiate,"
said Iglesias as he walked into a meeting at the IMF. The
meeting was called to discuss ways to defend Latin American
economies from global economic turmoil.
He said investors would start to recognize that Latin
American governments "have done a lot. We have put our house in
order, and we did the banking reforms necessary to face this
kind of crisis."
Key Latin American financial markets plummeted Thursday
amid bitter complaints by finance ministers that investors and
credit rating agencies were treating the region like any other
emerging market and not taking note of tough reforms undertaken
by many regional governments.
Colombia devalued its peso currency Wednesday, raising
fears of a domino effect throughout the region.
