IRA and 401K money has really created a monster known as the mutual fund industry. The funneling of money into a select few stocks has created a haves-and-have nots within the investment world. Working peoples retirement money goes to these fund managers, who you appropriately describe, with the spiral of bloated stock values only to be followed by a fall. They refuse to allocate funds to small and mid caps with decent valuations, because of liquidity concerns [which becomes a self fulfilling decision]. And they want to start placing Social Security funds with these people!
