well, would you expect people to say that when they personally have sold all of their (or their managed account's) (at the margin) long positions, or when they were fully invested?

Despite the turmoil in the market the Russell 2000 is up about 3.5% since Aug 31 1998. Thats about 1% a day. There are a number of stocks in the Russell 2000 that are compelling buys. It boils down to this when the stock market gets insane and offers you a company at a very cheap price you just buy it. Of course you have to know what you are doing.
