1. Is 4.5 the correct multiplier?

Yes, 4.5 x 66.666...MHz == 300 MHz.

2. Were the drives attached & configured correctly?

Yes, then no. The drive came from a working machine. I tried reversing cables that I thought were correct and finally disconnected all drives and attempted to boot driveless (so I'd at least get the Power On Self Test).

3. Is the memory installed in the correct banks? (like pairs, largest in bank 0)

One SIMM, 64 MB. Tried in all three sockets.

4. Will PC-100 memory work with 66MHz?

Yes.

5. Make sure that all cables are installed correctly - not flipped or off a pin.

Yes, see #2.

6. Have you tried with the drives attached with the new memory?

Yes.

7. Is there a keyboard attached?

Yes, then no, then yes again. Same with mouse.
