DUBLIN, Ireland--(BUSINESS WIRE)--Sept. 3, 1998--E-Commerce history was made today when the first ever international digital signing ceremony took place as part of President Clinton's visit to Ireland.

President Clinton and Taoiseach (Prime Minister) Bertie Ahern T.D. of Ireland digitally signed a communique document at a special ceremony in Dublin.

The signing ceremony used digital signature system provided by Baltimore Technologies, a Dublin based company which leads the world in E-commerce security systems. Digital signatures provide a purely electronic means to sign and verify electronic documents in a highly secure manner and solve the problem of authenticating people who want to conduct secure electronic business.

The event marks the first time that digital signatures have been used to sign an intergovernmental document. Instead of using paper and pens, the leaders sat at two computers and signed the document using smartcards containing Digital Certificates which are the equivalent of a "digital ID" in the world of e-commerce.

The digital signing ceremony, which took place as part of the President's visit to Ireland, was also attended by the US Secretary of Commerce, Mr William M. Daley, the Tanaiste (Deputy Prime Minister) Mary Harney T.D. and the Minister of Public Enterprise, Mary O'Rourke T.D.

In his speech at the signing event, the Taoiseach said: "I am particularly pleased that this signing ceremony was facilitated by one of our young Irish technology companies, Baltimore Technologies whose staff are also present here today. Like a number of other Irish technology companies, Baltimore Technologies is now a global player in the electronic commerce sector."

Background to Digital Signing Event



-- Before the ceremony, both the Taoiseach and President were issued with personal smartcards containing a unique signing code and a Digital Certificate. These were issued by Baltimore Technologies' UniCERT Certificate Authority.

-- To sign the document, each leader inserted his smartcard into a smartcard reader and entered a secret code. The document was then signed on the smartcard and a signature was attached to the communique document.

-- The communique incorporating the digital signatures of both the President and Prime Minister is available on the Internet at a number of web sites (see baltimoreinc.com.
