Craig, it seems more logical to me that any increases in surface temperatures are a result of urban sprawl than emissions. Cement certainly heats up a lot easier than tree's. I would be in favor of a worldwide effort to plant more trees. It seems to me it would be fairly simple to create tax incentives to builders and developers to plant three tree's for every one they pave over (if possible).

Unfortunately when we have enacted laws similar to this this we have made it a mandatory law versus an incentive. Negative motivation never works well. We also have elected to create HUGE beauracratic institutions to monitor them, instead of creating the motivation for self monitoring.

Instead of using a Global Summit to invent ways of punishing industry, industry executives should be invited to attend such summits and asked for their solutions and concerns. ISO is already moving in this direction with their ISO 14000 standards. We should support these efforts. Unfortunately too many demogoging liberals look at industry as an eeevil enemy to be trampled upon, instead of as the real source of information and solutions. Most people running industries care just as much about the environment as the Greepeace zealots. They just don't believe hysteria is a substitute for good science.

We should also fund NASA the necessary equipment to accurately track and report worldwide environmental temperatures. I have always felt NASA is an underfunded agency. For every dollar we have given that agency, we have received probably 3 dollars in the creation of jobs in the private sector in return. Especially with regards to the space programs.
