Why the Jews? Why did they attract so much religious persecution?
Well, were they the only ones? It would be a mistake to think so. All kinds of groups have been persecuted within the walls of a state by the majority. It happens all over. Iraq and Turkey, the kurds. The Indonesians, the Chinese in south Asia, Arabs in Tanzania, the Injuns in North America and South America, The Pakis in India, the Sikhs in India. It goes on and on. And deaths are many. In police states that let religious and military demagoguery rule there will always be scapegoatism that harrasses minorities. It is always paranoia. Power is excercised for its sake. I tell people to guard against the power of the state and this cannot happen. To not allow entrenched hereditary power to run amok is the key to preventing this infamy to a degree.

The best state would be officials elected by blind lottery from a pool of those who were exam qualified. The process of electoral government allows to much fraud and intitutional corruption that favours a power pool. Having seen the corruption and prejudice in some Universities as to handing out marks to preferred people I have no doubt that this is not a panacea. But perhaps it is a start.
