ian, you actually expounded on what was said. neutral is not an indication that rates will be be decreased. i think everyone is expecting a rate decrease (hence, they actually say mr g "hinted" at a rate decrease when he did no such thing).

neutral is not a bias toward lowering rates. i think this was obviously fed speak saying "don't expect a decrease in rates anytime soon." the bulls see it as, "we'll probably lower rates."

i guess they skipped english comprehension class while in school. ;-)
