Yousef, I'd like to take a wild stab at it, but I'm not really sure. It could be the one who is posting huge profits or it could be the one who keeps posting huge losses. This is a tough one to call. Any help would be appreciated.

That is simple. I would look at raw material and capital equipment costs with consideration to depreciation, and then examine the yield/proficiency with which such a producer actually produces the product.

Do you have a different way of determining "low cost producer"?
