Steve - if you're stuck in PAC Bell land and have no other bypass companies working in your metropolitan area, it is quite likely you are stuck with the PAC Bell rates.

If there are alternative LEC's or big ISP's with POPs in your area, you can probably beat the rates. Competition is the driving force on rates, and unless there is some, PAC Bell and the other LECs will get as much as they can.
