Censure is a figurative slap on the wrist. It means we don't like what you did and you oughtn't to have done it. Now let's get on with screwing the country. It has no legal effect whatsoever.

Michelle, I won't bore you with a definition. However, Trent Lott said on one of the Sunday shows that he'd studied Robert Birds' writings on the subject and concluded that in this instance it would amount to nothing. Perhaps a rebuke or slap on the wrist. That ain't gonna do the job.

Censure is simply an official rebuke, and becomes part of the official record. I read somewhere that the last time a President was censured by Congress was in 1836. I think it was Andrew Jackson. But within a couple of years whatever dispute it was was settled, and so Congress voted to expunge the censure from the record. But all of that is still evidently recorded, so it doesn't mean much. A censure is similar to the U.N. issuing a "Statement of Condemnation" in regards to something some country does (usually militarily). Bob Packwood was officially censured by the Senate, and possibly in part because of that, he resigned. It is an official cloud on your record, so it's not totally meaningless, but I'm not sure if a "censure" is proper punishement for perjury and potentially obstruction of justice. What would that tell everyone else, people who might be being fined by the government with triple monetary penalties for filing a tax form late?
