Bill,

There is a futures-based trading system which takes the trend of the first two bars and reverses on the third bar.

While 9:45am was mentioned, my real observation is the effect shows itself earlier, at about 9:39am, as traders anticipate the reversal (i.e. guessing what the 3rd bar will look like).
