Starr *better not* do that. That would be incredibly insane! Tantamount to handing the keys of the asylum to the inmates.

Obviously the WH is grasping at straws and desperate to regain control of the process. But the Judicial process needs to stay in the proper channels. The Clintons have had 7 months to clear the air, and they have conspicuously and consistently *refused* to do so. In fact, they still can, without the Starr report. But will they? No of course not.

Clinton is a menace to society.
