As for the Labor day rally, it is most likely a short-term move based on the Fed's comments. A real rate lowering is needed for this to become a longer-term turnaround. I saw an economist on CNBC who made a very interesting point, that Greenspan purposely left rates high (which many agree are) in case of such a global meltdown, since Greenspan has supposedly been expecting the American economy to slow not from within, but from without. This may be another example of the unbelievable dynamic duo of Greenspan and Rubin.
