You are right to say that the people shouldn't need Congress to legislate morality. Perhaps what the people mean when they say that Congress's main focus should be on restoring moral values is for Congress to do its duty and remove the domestic enemy and proponent of moral decay, Bill Clinton.

Morality is legislated when the people think that society is no longer moral. Consequently and most surprisingly, no couple have advanced that cause more than the Clintons by their global corruption.

And they can't say they did that "for the children".

I agree that Congress cannot legislate moral values. I think the juxtaposition of the poll was the concern of voters by the moral decay taking place in this country today. Most people do believe that the President should set a moral example, something this President has failed to do. Voters are telling Congress to do something about the current situation that's consuming our families.

When McGwire hit the 2 homeruns against the Marlins last week, the 2 people that got the balls were interviewed on TV after the game. The 14 year old started his interview with the statement "I did not have sex with Monica Lewinsky". 14 years old!! No wonder a top priority of concerned Americans is restoring moral values. When families have to keep the remote control in their hand, their finger on the mute button, when children are in the room, there's a serious problem....and who bears the brunt of the blame? This immoral President and his biggest support group - Hollywood!

Unless we get the moral compass of this country turned around NOW, the price future generations will pay may be much more than could have been imagined.

An argument could easily be made that all laws legislate morality (laws against killing, stealing, parking in a handicap zone).

However, none of that is relevant to the discussion concerning Clinton. Congress can impeach Clinton without regard to any existing legislation other than the Constitution. Impeachment is a political issue, not a legal one. Congress could also begin restoring moral values by actually become a moral body. What a concept - Congresspeople with a sense of morality and ethics could restore moral values through example!!
