Isn't this a beautiful example of free market economics at its best? If Canada wants to subsidize an unproductive industry, who pays for it? The productive ones of course!

yup, it is. The real trick the politicians take advantage of is, in effect, divide and conquer. The unproductive industry is a special interest and focused on their protection. The broader spectrum of productive industries are focused on their own issues and unable to unite to oppose something that is not a direct threat.
