Suppose Intel began giving advantageous price reductions to smaller box makers while disadvantaging larger ones. ( you may want to question how realistic this is.) The smaller ones would prosper and expand, enabling them to better compete with the Dells and CPQs. Overall competition may increase. Therefore, I think the issue is an empirical one and not merely semantics.
