Where is the language which makes you feel this is the case,
particularly the 'at any time part'?>>

On pages 14 and 15 of the recent S-3 the restrictions on common stock ownership are given. They were previously posted in message no. 17955

I have the impression that the 5% limitation is described more fully in another document, including the circumstances where the limitation may be waived, and the consequences of doing so. I would welcome the thoughts of anyone else on this matter.
