Hi Todd-
<OT>
Good to hear from you again. If there's one good side to the market sell-off its been the absolutely terrific bargins in the small cap area. On that note I would like to point out another beaten down small cap with a attractive PE(12) and solid earnings: PXXI. You would never know by recent price action this company beat estimates by more than 35% last quarter. I've been waiting to see what the stock was going to do after the earnings report and as expected dropped more than 30% in sympathy with many small stocks. Here's a review of the stock from July 17:

P.S. I'm buying NCES. Good companies selling for deep discounts are hard to resist!

I'm a little leery of NCES right now only because nobody seems to want to buy it. I felt more confident buying it two months ago at 7 7/8 (which I sold at 7 3/8 soon afterwards). It looked bad that the price couldn't at least close at 5 today after opening there.

Can anybody direct me to a link that provides the most up-to-date percentage of institutional ownership for NCES?

Todd- thanks for the information last post. But $20 for THQI in October, pre-earnings, should not be too disappointing. And if BASS and DICE sell well, and the overall market is at least neutral, we could see a run at 30 by year's end. The volatility of this stock doesn't surprise me anymore.

just a couple questions for anyone here.......

1. nov and nces own 70%, institutions own 15%, who is responsible for the 23% short position on the float, with such low volume isnt this a dream come true for a couple short mms and possibly institutions?
2. the 19 million insider transaction in june labeled 'other' on yahoo finance insider trading, what exactly transpired there, possible a transfer from nov. to nces?
3. nov. mgmnt has a pretty sleazy reputation, nces mgmnt seems a bit green in the industry, who pulls the strings?
i may just plunk a few bucks down here as it appears imo we are on the floor and this does move in rather large increments, it can go up as fast as it goes down. still have a few concerns though. anyone that can help thanks in advance.

All I can say right now is that this stock has been very painful for me since I've held it from the sevens. If we're supposed to be buying when "blood is running in the street", I can tell you that I've donated my fair share.

Still painfully long,
-Sword

Todd,
Why do you think contract management companies
are going to do well in this environment?
