It wasn't planted by Weyrich, it was written by him as the second line of the post stated:
Sept. 4, 1998 Paul M. Weyrich

I presume the reason he wrote it was to get the possibility out there, to be rediculed and laughed at so as to preclude the boy from trying it. Yes, I think if he thought he could get away with it, this disability defense would be very attractive to the boy.
