Ideally, Clinton should resign ala Nixon for the good of the republic. His offenses will, when fully revealed, make Nixon's look like "playing hookey". I believe key Democrats have already reached this conclusion, but they are agonizing over who follows up on Lieberman, Moynihan, Kerrey to hammer the fact home to the co-Presidents.

Gore should be President, but should also face investigation for financing violations. If he is guilty of clear violations, he should 'fess up', regret his actions, and may be able to survive the scrutiny. He will at best be an ineffective President, and probably will not be reelected in 2000. The Democrat race in 2000 will then be wide open and the Party will be looking for a squeaky clean candidate with a truly middle of the road posture.

The Republicans stand to win big time in the November elections, but could shoot themselves in the foot like they often do by straying from the issues on which they hold the moral high ground today -- personal responsibility, creative solutions in education (vouchers, school choice) and the inner cities (enterprise zones with capital gains and income tax advantages), reduction in the size of the Federal bureaucracy including the elimination of the Departments of Education and Commerce, a shift of resources to defense to counter terrorism including more funds for both domestic and foreign intelligence operations and funds for implementation of a strategic defense initiative, and a flat income tax.
