I think the small float is also the problem of NCES. Because the float is small, the stock can easily manipulated in any direction. We saw NCES moved from 6.x to 10.x in 1 month without any change in fundamental. And it didn't take many bad news (the only concern is the NOV reorg.) to push it back to 4.5!!! Another example is TMAX which I recently bought at $6.00. This company is trading in less than 5x this year EPS with $2.5 cash on hand, zero debt and a book value of $3.15. Why? Because it bear a "Small Cap" tag and a float of only 2.7 million.
