Do you think it would be fair to say that everyone on both sides has already made up their minds? Of course, they may change their minds based on the contents of the Starr report or any testimony made during hearings, but even if they haven't voiced an opinion, I can't believe there is a Congressperson on the hill that hasn't already decided, based on whatever information they have and the political fallout they anticipate.
