Congress can decide to release everything.

The secrecy clause is a judicial rule of federal procedure. The power of Congress in impeachment is plenary. There is no doubt as to which trumps the other.

The report is secret only to the extent Congress chooses to make it so. The pressure to release the report to the public is going to be tremendous. I have already called my congresscritter's office to remind them that impeachment is a political process, hence the rules of evidence do not apply.

P.S. If I were Clinton, I would refuse to pay Kendall's legal bills and sue him for malpractice.
