Ken, I've got to agree with Stephen. That sure is refreshing to read, especially after reading the other ominous news reports surrounding access (origination and termination) charges. Thanks much.

The question remains, however, what the amount of that fee is, that ITXC must pay for terminations, and how that fee adds to the overall (end-to-end) breakdown of per call pricing elements Anyone have any additional information on this aspect?

Bell Atlantic and ITXC in First Ever Agreement for RBOC to Terminate Internet Calls on IP Gateways

Operator of Largest Internet Telephony Footprint Arranges for Carrier-Class Termination on the US East Coast

For immediate release - Princeton, NJ, September 9, 1998 - A precedent-setting agreement with ITXC Corp, the leading wholesaler of IP telephony, marks Bell Atlantic's entry into Internet telephony. The result of the agreement between ITXC and Bell Atlantic is that traffic originated by ITXC affiliates worldwide will benefit from carrier class termination on the East Coast of the United States.

Although most calls to the East Coast travel the last mile on Bell Atlantic's
network already, up until now RBOCs have only accepted calls in traditional
circuit-switch format. Under this agreement Bell Atlantic will accept calls from
ITXC in IP format (IP is the protocol used by the Internet) and so will become an
Internet telephony service provider (ITSP) itself and a nonexclusive affiliate of
ITXC's WWeXchange Service.

Hilary Mine, Executive Vice President of Probe Research in New Jersey
comments that "This agreement is a major coup for ITXC Corp, and indicates
real vision on the part of Bell Atlantic. As one of the largest local carriers in the
US, with more than 40 million access lines to homes and businesses throughout
the East Coast, Bell Atlantic is in an excellent position to generate revenues from
IP call terminations. While other RBOCs threaten IP telephony service providers
with illegal access charges, Bell Atlantic has recognized that threats are also
opportunities."

"For its part," according to Mine, "ITXC gains tremendous validation as well as
earning power from the agreement. ITXC-carried IP calls from all over the world
will be fed into Bell Atlantic's huge local network by the carrier itself. The
termination agreement with ITXC for IP traffic is very much like the agreements
Bell Atlantic already has to terminate circuit-switched traffic from traditional long
distance carriers like AT&T and MCI."

traffic for ITXC, "said Tom Caldwell, vice president of marketing for Bell Atlantic
Carrier Services. "They have built an extensive footprint for IP telephony, have
well-defined quality standards, and understand what it means to be a carrier."

call-back companies, prepaid calling card companies and ISPs to be able to offer
their subscribers not only low prices but good quality voice connections from
anywhere in the world to anywhere," said Tom Evslin Chairman and CEO of
ITXC Corp. This agreement with a premier provider like Bell Atlantic greatly
enhances our ability to deliver on this requirement."

How It Works

Internet callers served by ITXC affiliates around the world place their calls on
standard telephones. These calls are routed by prepaid calling card companies,
call-back companies, and other resellers to special computers called "gateways"
which convert the calls from circuit-switched form to IP - the protocol of the
Internet. The gateway operator hands the calls off to ITXC for delivery to their
destination

ITXC's WWeXchange Service routes some calls over the public Internet or over
a private data network to Bell Atlantic, for termination in its territory.
Terminating gateways operated by the RBOC then translate the calls back into

traditional voice format and complete them over the Bell Atlantic local network.
Bell Atlantic, as an affiliate in the ITXC WWeXchange Service, is paid to
terminate calls routed to it by ITXC just as it is paid to terminate traditional long
distance and international calls by traditional carriers.

From the standpoint of the companies which originate these calls, ITXC makes it
possible for them to terminate calls worldwide without having to make their own
agreements with each terminating organization. From the standpoint of a call
terminator like Bell Atlantic, ITXC brings traffic from all over the world without
the need for Bell Atlantic to negotiate bilateral arrangements or check the credit
of each company originating calls
