Starr is a political hatchet man. He could have conducted his investigation quietly and delivered the report to congress without comment like a good prosecutor would. He did not.

Everyone already knew that Clinton would lie about sex.
After all he had done this before. Why would not he give a copy of the report to Clinton's attorneys? Maybe Clinton never gets a copy. Instead they will trickle out the Tripp tapes and the other evidence to the media.

Lots of people will get hurt by this matter, way beyond Clinton.

This smacks of a political sting operation.
