IMHO, Clinton is gone, Impeached or non respected leader of a super power, it dosn't matter and also keep in mind Russia and Japan, 3 giants in the world economy have no leadership.

40%, will that include the 18% or so already lost?

I don't think that Pres. Clinton's problems are going to affect the market like Nixon's did. I remember it well. There were a number of severe crisis' those days. Oil prices and interest rates were rising.
This looks more like sex in the boardroom and the Boomer generation is much less circumspect than we were at their age. After all we didn't let it "all hang out" and "our" parents wouldn't talk about it. And we didn't talk to them either so "that was the generation gap". After all even Woodstock bugged the business.
