Wrong. The longer it strings out, the worse it is for the stock market and the economy. And remember: "It's the economy, stupid!" At some point it will kill Gore's chance for election, if this thing goes too long. Clinton is a democrat and a good politician. He is not going to hurt the party.

Actually, it's much harder for Clinton to delay at this point. The Courts have absolutely no control of impeachment proceedings from here on out. It's considered a non-justiciable political issue. (Besides, the only one who has some possible 'hook' into the process is Norma Holloway Johnson who supervises the GJ, and she is a totally risk-averse judge.) Besides, at this point an open strategy to delay the process would be counter-productive. Clinton does not want to be seen as the person putting this case on a slow boat. Kendall and Ruff will do whatever they can to work the process, but it's mostly at the margins. Only a strong bloc of Democrats on the Judiciary Committee will be able to throw a wrench in the process.
