It is that TCI can't afford to wire your area with HFC yet.

"Competitive considerations" means that TCI is a government mandated monopoly in your area (the people enacted the law for fairness and protection from rate increases reasons), and doesn't need to be able to respond coherently to a simple and common question. Thus it means "non-competitive". Mostly though it means that since TCI liked the protection afforded by the people for decades, they didn't make much but they did borrow aplenty. After all, they did have the universally desired, guaranteed existence, so why wouldn't a bank not make to them loans without limit. The result of consumer and company stupidity, narrowmindedness, university educatedness, is that you get less for more and TCI doesn't get anything. Just think, if everything was free, the world would never change and we would have between the two, economic nirvana.
