Typical computer geek thinking. Most people don't know how to install a browser or are too afraid of what might happen were they to do so. Certainly not those people who use the browser supplied by their ISP or on-line service. I strongly disagree. In any case, you missed the point completely. Expunging HTML support from Windows does not make it easier for the novice user to download Netscape. On the contrary, it makes it much more difficult. You may know how to use FTP, but Joe User does not.
