how can the float be 1.6 million and the short position be 1.68 million.

how can you sell more seats on an airplane than there are.
if someone calls in 250,000 certs they bought, does one of the shorts have to cover/buy 250,000 shares on open market.

could someone explain this to me
how can you sell something that doesn't exist????
