Actually the ETSI application of CDMA is only extremely slightly different than IS-95. They chose parameters that were just important enough to invalidate backwards compatability and changed them. The basics of IS-95 (Power Control, Soft Handoff, etc...) have not changed in the slightest. In reality the ETSI standard is just a bastardised version of IS-95.

In my comment I was referring to totally new and unique ways of solving the problems of mobile CDMA. Some of these include fading, power control, spreading, and many other extremely important things to CDMA.
