Bernie speaks:

Reported by launch site that the second stage control computer caused the crash. Functioning of the space segment all worked extremely well -- LOR and G*. Failure was a launch failure and involved the Zenit.

On early reporting: delayed by an hour. Lot's of confusions, lost all 12 is confirmed. Investigating the fault.

Had a contingency plan for a launch failure of one zenit and one soyuz. Several alternatives in case. 3-4 month delay in deployment, to 3Q 1999.
