May 1999 -- 36 satellites will be up in the sky. Complete constellation, BS wants us to focus on this fact, that it can operate on 32 satellites. This is the new plan. Takes a few months for the sats to be in orbital service, 36 in service by 3Q 1999.

By Dec 1999, will have all sats needed up. Paradox, new schedule will be lower risk, no more than 4 sats on each rocket.
