Germany had a great constitution before Hitler came into office and got rid of it. Where was the constitution when Reagan and Bush ignored congress and illegally sold arms to Iran to provide funds for the Contras? There is no substitute for good leadership, whether it be a nation, or a corporation, or a family. Regards, Bob
