Two scenarios I can easily think of would explain why morgan keegan would be one both sides of that market. He could have a seller, and thus be offering without showing size, when at the same time a buy order hits his desk, which he has to show if it is a retail order. He might not want to call the seller as the size might not fit. Or he could be a buyer of size, and be trying to keep the stock from moving up by offering lower than other mms.

In either case, he clearly has something to do in the stock, although you can't tell for sure if he is a better buyer of seller. The other mms, in this case, have nothing going at that level.
