You avoided the question - what makes the leadership strong or effective? Who determines what their goals should be - you? By their standards the Korean and Cuban governments are effective. By anyone's standards, they are strong - after all, even the military might of the U.S. couldn't oust the Korean leadership (especially with China supporting them), and even attempted assassination hasn't gotten rid of Castro. Poor the pople may be, but they haven't changed leadership. That doesn't sound like weak leadership. Where the government points, the people go - pretty strong, pretty effective.
