Protectionism was one of the principle causes of the I930s depression. In 1930, everyone shut their borders in an attempt of protect domestic industries. World trade contracted severely, and everyone suffered. Today, the whole world is trying to avoid recession or worse by exporting into the U.S. (and Europe). The trade deficit is going to be a big issue in the next two years. If our economy stalls, and unemployment starts nudging up, I expect strong political pressures to end the flood of imports.

This fine, in particular, is absurd. U.S. taxpayers (through the IMF) are pumping tens of billions into S. Korea to avoid economic collapse there. Now we're going to fine them, so the money circles back to us? Do we want their industries to survive or not?
