Nucor Announcement: Second Page WSJ 9/11/98

Nucor Corp. feeling the pressure from a rush of imports has notified customers of a significant price cut for its most important steel products, dropping prices to their lowest levels in six years.

At the same time, other US steelmakers are finalizing their plans to file complaints of unfair trade by foreign steelmakers and are mounting a campaign to get the Clinton administration to help reduce the flow of imports.

Doesn't that mean you know now? If they only announce "at the end" of the deal, then it's safe to say you know today which announced deals have not been completed. Or did I misunderstand?
