My suspicion is that a lot of money has been going into software for the last year or two as it is the hardest part to solve and has the longest time frame. Hardware is seen as getting cheaper all the time, and can be installed quickly, plus the longer you wait the faster it gets, as well as cheaper. Thus I think that budgets over the last year have tilted towards software, and over the next year will tilt towards hardware.

But many small businesses and individuals won't have a clue if they have a Y2K problem, so they will buy new computers next year just in case.

I agree that post-2000 we could see another dip in tech purchases as they were accelerated into 1999, but I think that 1999 will be a good year for hardware.
