Richard, I did spend about 6 years on a farm and 10 years in a small town. But I think you're wrong to suggest that if city folk moved to smaller towns that their morals would improve. This would take a while. I worked for a co. where one on the employees stole 1/2 million in cash and most of the people thought this was OK because it was a rich corporation and they underpay us. When I asked if I could borrow their wallet for 60 seconds, they said that was different. People despise anyone who is better off than them.
Our water/police/schools etc. may be overtaxed in cities but generally the property/fire/school taxes are less in the city and you get more services and provincial governments give grants to big cities (large # of voters) and nothing to small town - encouraging the growth of cities.
I saw a program on American infrastructure - roads, bridges, water, etc. and was amazed how poor a shape its in and how they can't afford to repair it. If it is like here the maintenance is done on a 3 yr contract to lowest bidder and next time to another lower bidder. No interest in long term maintenance. Politicians are 3 yr cycle.
One of the dilemas of everyone moving to small town, the housing density is much higher in city, think of agricultural land.
There are no easy answers.
