The Financial Post reports in its Friday edition that stock fraud thrives in Canada because of weak regulation, according to the manager of investigations at the Ontario Securities Commission. Reporter Peter Kuitenbrouwer notes that Brian Butler told a U.S.-Canada forum on securities regulation that Canadians are world leaders in penny stock frauds and boiler rooms. He says that every large international fraud involves Canadians in some way or another. He describes his own department of enforcement as weak and slow, noting that the number of staff has dropped to 46 from 59 in five years while the stock market has grown by leaps and bounds. He says that files drag on forever. Mr Butler says that new OSC chairman David Brown is cracking the whip. Mr Butler says you can expect to see some of Mr Brown's vigour in the OSC's dealings with the securities industry. Mr Brown told the conference he expects to add 100 staff to the commission, including 40 in enforcement.
