I think however, that Starr has some thing up his sleeve.

Under the spirit of American law.... Shouldn't Americans usually wait until the evidence has been submitted...even if they are almost certain of the contents?

The president shouldn't be held above the law, neither should he be held below the law. In any criminal case there would be a discovery process where the accused gets to see the evidence against them to prepare to answer the charges, to investigate inaccuracies etc. This head long rush to punish Clinton with the charges is unbecoming to America, its justice system and its people. What future president will be able to withstand a five year 40 million dollar investigation? All this over a land deal where the Clintons lost $40K. There is a sunset provision in the special prosecutor law and I can assure you the republicans will not renew the law as it is, no one will want to be subject to the unrestrained power of the a special prosecutor again.
