Almost all of my Datek trades for NYSE stocks are executed on the NYSE and not on the regional exchanges. I'm almost certain the specialist only honors upticks on the NYSE only. Brokers that execute on the regional exchanges often have a policy that states execution as if traded on the NYSE, so the reverse is the case when trading off the NYSE floor, that is upticks on the NYSE are honored.

Note that if an uptick jumps your limit, you can not be represented at your lower limit price because that would cause a downtick. Many times you still get filled at the higher limit price though.
