Most of us don't even have enough smoke above us to set off a smoke detector. Most people haven't accomplished enough to be noticed by the next door neighbor, much less by the world press. The Soviet Union did a great job of controlling crime and disorder by hiring 10 million spies to monitor any suspicious activity. Sensitivity to "brewing smoke" is strictly a matter of political scale. The founders of this country chose to err on the side of freedom.
