WASHINGTON, Sept. 11 (UPI S) _ The White House (Friday) issued a
written rebuttal to the report to Congress by independent counsel
Kenneth Starr, declaring that while President Clinton has admitted ''a
serious mistake,'' the mistake was ''private'' and ''does not amount to
an impeachable action.'' The 80-page response prepared by Clinton's
public and private lawyers also denies a series of other specific
allegations against Clinton, saying none of them meet the standard of
''high crimes and misdemeanors'' set out in the Constitution as the
grounds for removing the president from office.
