The network may slow down dramatically, but I can assure you that this will happen well after the destination servers are "smokin". Packets may drop and response times will be pathetic as packets wait in-line to get to the server. Some packets may even be dropped waiting to et to the server, but the network will be intact.

An analogy is pouring water into a bucket with a small hole at the bottom. So long as the water flow going in is the same as the flow going out packets don't aren't slowed (the hole being the server, the bucket being the network). When more water is poured in than can enter the hole (server) the more water that has to wait in the network (the bucket). The bucket doesn't break..it simply holds the water as it waits. Now, to be sure you can pour so much water in that the bucket begins to overflow in which case packets will be lost...but this event is caused by the small hole (the server) not by the network. To build a network to buffer all the users' traffic would be severely over engineering it. That would be like telling everyone to call the 408 area code at 2:00 p.m. on Tuesday...if you do that a huge number of people will get busy tones...not due to the fact that the network between the 408 area code and the callers is under-engineering but because there are not enough ports here to service all the incoming calls. Still, it will look as if the network has failed in successfully connecting as you'll get a "all cicuits are busy" message.
