Regarding ... what is the "record date" and the "ex-distribution date"?

The record date is a date that to everyone (except a securities lawyer) is meaningless.

The ex-distribution date is the date where if you buy QCOM before it, you catch the spin-off; if you buy QCOM on or after it, you miss the spin-off.

(The ex date is also the date when QCOM should begin trading down by more or less the dollar amount of the spin-off).

As has already been posted several times, the ex date is (I believe) "on or about" 9/23/98. (Why they do not just say a date, I do not understand).

If you want to make sure you've caught the spin-off, just buy QCOM soon.
